Hello and thanks for your question
A lip lift is a relatively straight forward procedure where skin is removed from the junction between your lip and the base of your nose.  Whilst this will result in a scar along the lower border of both nostrils, the scar is usually inconspicuous and should not be a concern if your current issues are significant.
The surgery could be performed under a local anaesthetic which would reduce your costs.  You should see a Plastic and reconstructive Surgeon who is a member of the Australian Society of Plastic Surgeons for a face to face consultation to discuss your options and the expected cost of surgery.
I hope this helps.
